Swap the Mesa tile with any Mountain.

The Mesa still counts as a mountain for goals and events. It produces stone.

On this terrain, the active player must have 3 tribe members before they can GATHER from this tile. Once that requirement is met, the Mesa produces the normal amount according to GATHER.
